Eng. Dr. F.B Sebbowa

Since 2001 Engineer Frank B Sebbowa, PhD is the Chief Executive Officer of the Electricity Regulatory Authority (ERA) in Uganda. He is the administrative head and oversees the day-to-day activities of Ugandan’s electricity regulatory agency. He is additionally an Ex-Officio member of the Authority and responsible for the control and management of all ERA’s professional human and other resources.

Dr Sebbowa was recently certified Utility Regulatory Specialist on completion of the structured certification process of the Washington based Institute for Public Private Partnerships (IP3) and the Department of Water Resources of Loughborough University, UK. 

Dr Sebbowa, aged 53 years, is a registered mechanical engineer having obtained his Ph.D and MSc. from Leeds University more than 20 years ago and the Bachelor of Engineering from Fourah Bay College of the University of Sierra Leone much earlier. He was for many years a Senior Lecturer at Makerere and Nairobi Universities, where he did substantial research (and published) in energy related subjects.

He has well over nine years of industrial experience at management level of a production company, which was eventually listed on the Uganda Securities Exchange under the stewardship of Dr Sebbowa as Chief Executive Officer. It was the first such company to list.

Dr Sebbowa holds other responsibilities such as Deputy Chair of the governing council of Makerere University Business School, which is Uganda’s lead business training university. He has served, among others, on the Board of Uganda Manufacturers Association and the Federation of Uganda Employers, both important national institutions. For many years Dr Sebbowa has remained a committed Rotarian. He is happily married with a fantastic family.
